A systematic multi-year scam that drained nearly £170,000 from public funds has drawn to a definitive close at Maidstone Crown Court, as 40-year-old British Bangladeshi national Amran Hussain begins a four-year prison sentence following his formal sentencing on July 24, 2026. Having previously entered a guilty plea to three counts of fraud by false representation on August 18, 2025, his conviction marks the culmination of an exhaustive inquiry led by the NHS Counter Fraud Authority.
Court proceedings established that Hussain, residing at Highview Cottage on French Street in Westerham, Kent, submitted an unprecedented 2,071 job applications to secure 13 senior non-clinical roles across the NHS and external public sector bodies. To bypass competitive recruitment procedures, he fabricated extensive academic credentials, claiming to hold Master of Science degrees from both the University of Oxford and Birkbeck, University of London, even providing a forged degree certificate for the latter. This practice allowed him to collect £168,072.41 in taxpayer-funded remuneration while performing virtually no work and building no legitimate professional experience. The elaborate scheme unraveled when Devon Partnership NHS Trust offered Hussain the position of Deputy Chief Operating Officer for Urgent Care, Transformation, and Operations in 2021. Routine background verification through the national Electronic Staff Record database failed to locate any history of his claimed prior executive role as Director of Transformation and Improvement at Coventry and Warwickshire Partnership NHS Trust.
