In a significant move to elevate the efficiency and quality of service for the Guests of the Merciful, the Kingdom of Saudi Arabia has officially unveiled a rigorous set of regulations and critical deadlines for the upcoming Hajj season in 2026 (1447 AH). The announcement was made by Dr. Tawfiq bin Fawzan Al-Rabiah, the Minister of Hajj and Umrah, during a high-level, semi-annual coordination meeting with over 100 ministers, muftis, and heads of Hajj affairs offices from Islamic countries worldwide, held on the sidelines of the fifth edition of the Hajj Conference and Exhibition.

The emphasis for the 2026 season is placed squarely on early preparation and digital integration, ensuring a seamless and secure experience for millions of pilgrims. Minister Al-Rabiah commended those Hajj affairs offices that demonstrated proactiveness by completing their contracting procedures early and urged all remaining offices to finalize their logistical arrangements without delay.

Non-Negotiable Deadlines Enforced

The Ministry has established clear, non-negotiable cut-off dates for all operational and logistical contracts. To ensure readiness well in advance of the pilgrimage, Hajj affairs offices must adhere to the following:

The finalization of all contracting for camp services must be completed before the 15th of Rajab 1447 AH. Similarly, contracting for residential services in both Makkah and Medina must be finalized before the 13th of Sha'ban 1447 AH.

Furthermore, a hard deadline has been set for visa issuance. The transmission of Hajj visa requests for processing must occur before the 1st of Shawwal 1447 AH, with a clear stipulation that no extensions will be granted after this date. This stringent timeline is designed to ensure all international pilgrims receive their documentation in a timely manner, smoothing travel logistics globally.

New Health and Digital Compliance Measures

Reflecting Saudi Arabia's continuous commitment to pilgrim safety and combating illicit Hajj operations, several new mandatory procedures have been introduced:

Crucially, a health capability certificate is now a fundamental prerequisite for Hajj visa issuance. This certificate must be signed by both the head of the Hajj affairs office and the official of the medical mission, and its validity must be electronically approved through the Masar platform before a visa is granted. This enhanced health check is part of the Kingdom's comprehensive strategy to safeguard public health during the massive annual gathering.

In a move to digitize and enhance security within the Holy Sites, the Nusuk card has been mandated as an essential requirement for entry into the Holy Mosque and the Holy Sites. This card, which functions as a digital identity and access pass, is part of the broader "Nusuk" ecosystem designed to manage pilgrim flow and services efficiently. All administrative, medical, and media personnel data must be entered and uploaded via the platform, with a completion deadline of the 1st of Rajab 1447 AH.

Moreover, all financial and administrative transactions related to the pilgrimage must be executed exclusively through the Masar Nusuk platform, ensuring transparency and security in all dealings.

Combating Exploitation and Streamlining Logistics

The Minister strongly stressed the critical importance of a coordinated effort to raise community awareness against performing Hajj without an official permit, calling for ministries and Hajj offices to disseminate educational messages to protect pilgrims from exploitation and deception by unauthorized entities.

In another measure to ensure ethical transactions, payments for sacrifice and animals (Hadi and Adahi) must only be made through the official Hajj affairs offices and via the Kingdom's project for utilizing the sacrifice and animals, with direct dealings with any unauthorized entities being strictly prohibited.

Finally, to guarantee adequate air transport, the appointment of airlines and the booking of flight slots for transporting pilgrims must be completed before the 15th of Rajab 1447 AH. These measures collectively underscore the Kingdom's unwavering efforts to integrate various governmental and international entities, enhancing the quality of services and reflecting the honorable image of Saudi Arabia in its service to Hajj and Umrah pilgrims globally.
